(Photo by Ananth Baliga) PHNOM PENH — Cambodia will never be a "safe haven" for scam operations but unilateral action will not defeat the organizations running the criminal activity, Prime Minister Hun Manet declared as he opened an international conference on the scourge that the United Nations estimated defrauded victims of up to $114 billion last year.
